I'm thankful to live in Corvallis. My desire is to serve on the council to give back to the community that I value. I will listen to citizens and city staff, and contribute a balanced, thoughtful, and steady voice to the decisions of the council. My experience in the planning of large infrastructure projects and assisting public agencies in evaluating options and funding approaches equips me to help guide Corvallis as the city addresses financial challenges. As your council member, I will:
Contribute thoughtfully to the discussions and decisions relating to the city's budget shortfall
Foster collaboration with the county and state to help with homelessness in our city
Encourage downtown vitality and economic growth throughout Corvallis
Attempt to maximize the mutual benefits to be derived from the partnership between the city and OSU

Resident of Corvallis since 1987
Obtained B.S. and M.S. degrees in Civil Engineering from Oregon State University
Collaborated with OSU on several projects, including, most recently, as a project sponsor in a fall 2025 Design for Social Impact class

Paul's record of volunteer service demonstrates that he is willing to invest the effort needed to serve others, an investment that he will provide for the City of Corvallis.

Volunteer for many drinking water projects in Africa and Latin America, including onsite disaster response for three projects (two in the Caribbean following hurricanes and one in northern Ethiopia at internal displacement camps as a result of regional conflict) and remote support for a hospital in Madagascar following a cyclone

As a project manager for a large engineering firm, Paul's responsibility was to encourage and support his staff to deliver excellent quality projects for his clients, and to accomplish this within limited budgets. The skills he learned and demonstrated in this role will enable him to understand the perspectives of citizens and staff, to help the city reach decisions that give the best outcomes for Corvallis.
30+ year career with CH2M Hill/Jacobs Engineering focused on municipal drinking water projects
Experienced in working with city councils and utility boards on infrastructure planning and decision-making
Led water system master plans for more than 20 Oregon cities
Managed security assessment projects, including cyber security components, for several Pacific Northwest water utilities
Led water management and conservation plans for many Oregon cities and water districts
Registered professional engineer and water rights examiner (both Oregon and both in retired status)

Contribution Toward Addressing Climate Change
As part of a small company, DayZero Water LLC, Paul served as technical lead for a National Science Foundation grant from February 2025 through June 2026. Beginning several years before the grant award, he has worked to bring a convenient, affordable household water treatment product for families in the developing world. This product will replace boiling for hundreds of millions of people, ensuring they have ready access to safe drinking water and achieving a measurable reduction in carbon emissions for the long-term health of our planet.
